That message basically means that the Android device is running Google Data Saver so your network has blocked it from accessing certain sites.
Try the following steps: (Depending on your Android version, you might see some slight differences in the steps)
- Tap the Settings app (of Android)
- Tap Data usage
- Tap Data Saver
- Ensure that the setting is toggled OFF. (Slider will need to be gray and slid to the left)

- Data Saver toggle it to OFF
OR
- Tap the Settings app
