That message basically means that the Android device is running Google Data Saver so your network has blocked it from accessing certain sites.

Tap the Settings app (of Android)
Tap Data usage
Tap Data Saver
Ensure that the setting is toggled OFF. (Slider will need to be gray and slid to the left)
