What is the YAKAP Program?
The PhilHealth YAKAP (Yaman ng Kalusugan Program) is a free primary care benefit package available to all PhilHealth members and their dependents.
Under YAKAP, patients can receive free primary care services from PhilHealth-accredited primary care facilities they are enrolled with. These services may include:
First Patient Encounter (FPE)
Consultations
Laboratory requests and results
Prescriptions
Important: Patients are enrolled (empaneled) with one specific facility through a Mutual Care Agreement. They do not freely visit any YAKAP clinic. Switching to a different facility requires a transfer process.
What does SeriousMD YAKAP do?
SeriousMD is a PhilHealth-certified YAKAP EMR. We offer a cloud-based system for YAKAP encoding and submission, built as a direct replacement for eKonsulta.

Patient registration with PhilHealth (via PhilHealth eGov app)
PCU/Liveness Check (via pcu.philhealth.gov.ph)
MCA (Mutual Care Agreement) signing (physical process at clinic)
GAMOT dispensing (separate PhilHealth app)
SAP 1 and 2 billing and payment tracking (PhilHealth handles this)
How does this affect my use of SeriousMD?
For most doctors on the platform, nothing changes. Your existing SeriousMD account continues as normal.
The YAKAP module is currently separate from the regular SeriousMD platform. Using SeriousMD for your practice does not automatically mean you are set up for YAKAP encoding.

Can I immediately accept YAKAP patients if I use SeriousMD?
No. This is one of the most common misunderstandings.
YAKAP accreditation is facility-based, not doctor-based. This means:
The clinic or facility must be accredited under YAKAP.
Doctors are affiliated or nominated under that specific facility.
You cannot “carry” YAKAP accreditation from one clinic to another.
Using a certified EMR does not make you a YAKAP provider. The facility accreditation is what qualifies you.
Example: If you are a YAKAP doctor in a hospital, that only covers patients seen at that hospital. If you also have a private clinic, that clinic must be separately accredited.
eKonsulta is shutting down
PhilHealth is permanently decommissioning eKonsulta. Every YAKAP clinic must choose a certified EMR provider.
April 1, 2026 — Clinics must declare their chosen EMR provider
April to June 2026 — Data migration period
July 1, 2026 — eKonsulta permanently shut down
⚠️ According to PhilHealth, you cannot run both systems at the same time.
Once a new cipher key is issued to your new provider, the old eKonsulta cipher key is deactivated. Make sure your team is trained and ready before requesting the switch.
How to get started
If you want to apply for YAKAP accreditation, your clinic representative must coordinate with your nearest PhilHealth Regional Office (PRO). They will guide you through the requirements.
If you are already accredited (or in the process), contact us and we will help you get set up with the SeriousMD YAKAP system!
You can also declare in advance that you plan to use SeriousMD as your EMR provider when applying.
Frequently Asked Questions (FAQs)
I'm a YAKAP doctor in a hospital. Can I use the same accreditation for my private clinic?
No. YAKAP accreditation is per facility. Your private clinic must be separately accredited.
What is the difference between SeriousMD and the YAKAP system?
SeriousMD is your EMR for patient records, consultations, and scheduling. The YAKAP module is specifically for PhilHealth claims encoding and submission. They are separate tools for separate jobs. You keep SeriousMD for your practice, and add the YAKAP module for PhilHealth submissions.
Can I use teleconsultation for YAKAP?
Follow-ups only. First Patient Encounters must be done in person because the forms require physical patient signatures and the liveness check cannot be done remotely.
What about GAMOT/medicines?
Prescription encoding is included in the YAKAP module. GAMOT (the separate P20K/year medicine benefit) is a different PhilHealth program with its own app. It is not integrated with any third-party EMR.
Do I need to enter lab results?
Yes. YAKAP requires numerical lab values, not just images. You enter results directly in the system.
What about the PCU/liveness check?
The PCU is a separate PhilHealth web portal (pcu.philhealth.gov.ph), not part of any EMR. If the facial recognition check fails (which is common since many patients lack PhilSys registration), patients can present a valid ID as a fallback per PhilHealth Advisory 2025-0065.
Can SeriousMD help me get YAKAP accreditation?
We can help after your facility is accredited. For accreditation itself, your facility representative must coordinate with PhilHealth directly.
Is my SeriousMD subscription affected?
No. Your regular SeriousMD subscription is separate and unchanged.
